State Universal Service Fund/Access Fee Reform
12/16/05 PRC votes 3-2 (Marks & Lovejoy Opposed) to Amend Telephone USF Rule to subsidize below-market business rates in selected rural areas through increased USF surcharge on all residential and business and wireless bills. [PRC Press Release] [Marks' Dissent]
11/1/05 PRC Issues Rules to Implement Access Reform Bill (HB 776), rules require reduction in intrastate access fees (i.e., long distance rates), USF surcharge to make up for most of lost access fees, rural companies are to raise below-market residential and business rates up to statewide benchmarks (equal to Qwest residential and business rates) to make up for some of the lost access revenue and thereby reduce the size of the USF fund needed.
